Slovenia - Account Tax UNECE
Language / Jezik: English | Slovenščina
UNECE tax type/category mapping for Slovenian taxes (l10n_si2).
Current addon version: 18.0.1.3.0. Documentation checked against the working tree on October 9, 2026.
Features
Adds a UNECE category to each fiscal-position tax mapping via account_tax_unece.
Initializes known l10n_si2 outgoing regimes: qualifying EU goods K, qualifying exports G, EU B2B services and Article 76.a AE, and non-EU service supplies outside VAT scope O.
Derives tax defaults from agreement among fiscal-position mappings; a shared tax with different or unclassified regimes receives no global category.
Supplies VAT types, standard nonzero S defaults, and AE defaults on accounting children of balanced reverse-charge groups without hard-coded tax IDs.
Refreshes metadata on installation and every module update.
Leaves legal clauses to fiscal-position configuration because several fiscal positions can share a tax while requiring different clauses.
Auto-installs with l10n_si2 and account_tax_unece; used by l10n_si_einvoice for e-SLOG tax mapping.
Configuration
The module requires l10n_si2 and account_tax_unece. Review the category in each fiscal position's Tax Mapping rows, alongside its Notes. Custom or unclassified mappings require an explicit category supported by the transaction. EU B2B services under Article 44 of Directive 2006/112/EC use AE, not K. K remains the category for qualifying intra-community goods supplies.
Configure transaction-specific clauses in the fiscal position's Notes field. For example, l10n_si2 maps both EU and non-EU service fiscal positions to S-KEU; the shared tax cannot determine which clause applies. This addon does not assign clauses to taxes or fiscal positions. S-KEU therefore has no global category: the EU service mapping supplies AE and the non-EU service mapping supplies O when the service is outside VAT scope. Review the actual place of supply and exemption eligibility; selecting a position is not proof of eligibility. Tripartite positions require explicit configuration because the chart does not identify the company's role in the transaction. l10n_si_einvoice uses mapping categories consistently on invoice lines and tax summaries, and reads fiscal-position Notes before tax notes and VATEX reasons.
Usage
Install or update the module; chart creation supplies template defaults, and data/unece_metadata.xml invokes the same refresh routine on every installation and update. Update l10n_si_account_tax_unece before or together with l10n_si_einvoice to load the mapping field and refreshed data.
The refresh routine includes archived taxes and identifies template-linked taxes through their company-prefixed account external IDs. It overwrites the UNECE type/category on matching mapped taxes. Custom taxes without a matching template mapping are left unchanged. Template-linked percentage taxes receive the new type/category defaults, including clearing obsolete global categories on shared or unclassified taxes. Their actual invoice category is resolved from the selected fiscal-position mapping.
Mappings apply to outgoing fiscal-position tax mappings and percentage tax templates. Balanced accounting reverse-charge pairs keep AE defaults on their children. This addon supplies tax metadata; it does not generate invoices or change tax rates.
The refresh routine fills only missing categories on template-linked source/destination pairs and preserves configured mapping categories. Changed or removed mappings, custom fiscal positions, and non-Slovenian companies are left unchanged. Archived taxes and fiscal positions are included. The routine is safe to repeat.
The refresh routine updates only UNECE type/category metadata. Tax Legal Notes are left unchanged, including empty notes and notes previously assigned by an older version. Review previously assigned tax clauses separately; this addon cannot distinguish generated text from company-maintained text.
The mapping follows the December 2024 explanation coauthored by FURS and UJP: e-SLOG tax-code guidance.
Known limitations
Category/type mappings cover percentage templates, including children of domestic reverse-charge groups. Group parents, fixed and division taxes are not converted.
Standard chart positions do not encode every exemption, tripartite role, or exceptional place-of-supply rule; configure those mappings explicitly.
This addon does not configure fiscal-position clauses or remove existing tax notes.
This addon does not assess invoice eligibility, generate XML, submit to FURS, or change tax rates, tax bases, fiscal-position tax destinations, or accounting tags.
TODO
Review tripartite and other unclassified fiscal-position mappings, fiscal-position notes, and existing tax clauses during company configuration. Verify category and clause handling when using exporters other than l10n_si_einvoice.
