Ruff policy synchronization

/srv/pmiverse/_pmiconfig/testkit/formatting/pyproject.toml is the sole canonical PMIVerse Ruff formatting and import-order policy. Repository-root pyproject.toml Ruff tables are synchronized copies for Ruff and IDE discovery.

Check all direct PMIVerse repositories without writing:

/srv/pmiverse/_pmisuite18/venv/bin/python \
  /srv/pmiverse/_pmiconfig/scripts/test/sync_ruff_policy.py --check

Apply the canonical Ruff tables while preserving unrelated TOML tables:

/srv/pmiverse/_pmisuite18/venv/bin/python \
  /srv/pmiverse/_pmiconfig/scripts/test/sync_ruff_policy.py --apply

The command considers only direct child Git repository roots. It prints every repository, reports nested Ruff or standalone isort conflicts, and refuses to overwrite a root pyproject.toml with staged or unstaged changes. Check mode is strictly non-writing; apply mode changes only the managed Ruff policy.
